Civil road construction in Malaysia spans federal-road widening for JKR, expressway resurfacing for highway concessionaires (PLUS, LPT2, Litrak, Prolintas, KESAS, SPRINT), council road maintenance for DBKL, MBPJ and other Pihak Berkuasa Tempatan, and access-road earthworks for private estates and industrial parks. Road traffic has been growing rapidly, increasing traffic intensity and volume. Road networks must be continuously improved to accommodate future traffic and to provide high riding quality. Muhibah undertakes road-widening projects with close attention to traffic management and public safety during the construction period.

Because we also operate our own traffic management and equipment supply divisions, clients benefit from a fully integrated delivery — same team, single point of accountability.

How to engage Muhibah as your civil contractor

We look at ground and traffic conditions, the working hours the road authority allows, and what traffic management the site needs.

We tender as main contractor for medium-scale road, drainage and earthworks contracts, and as a specialist sub-contractor on larger projects led by Tier-1 main contractors.

Yes. Muhibah Konsortium Holdings is registered as a Grade G7 contractor with CIDB Malaysia, authorising us to tender for civil works projects with no upper contract value limit. CIDB licence number 0120100513-WP129348.
Does Muhibah provide traffic management for its own construction projects?
Yes. Because Muhibah operates our own traffic management division and manufactures road safety products in-house, construction clients get a fully integrated delivery — one team handles earthworks, paving and the Traffic Management Plan with its temporary signage, barriers and personnel. Single point of accountability.
Which Malaysian states does Muhibah service for civil construction?
We deliver nationwide. Most projects are in Selangor, Kuala Lumpur, Putrajaya, Negeri Sembilan, Johor, Perak, Penang and Pahang, but we mobilise to any state in Peninsular Malaysia — and via shipping partners to Sabah and Sarawak — for qualified projects.

Does Muhibah handle road resurfacing and asphalt works?
Yes. Muhibah performs road resurfacing, patching, and full-depth asphalt rehabilitation on federal roads, state roads, private estates and industrial areas. We self-perform most operations and deliver per JKR asphalt specifications.
Does Muhibah take sub-contract packages from main contractors?
Yes. We tender as main contractor for medium-scale road, drainage and earthworks contracts, and work as a specialist sub-contractor on larger projects led by Tier-1 main contractors. Our G7 CIDB grade means there is no contract-value ceiling either way.
What do you need from me to prepare a civil works quotation?
The BQ or scope of works, the drawings, the site location and the programme. A quotation is shaped by the scope and quantities, ground and traffic conditions, working hours allowed by the road authority, the traffic management the site will need, and how far the site is from our Bandar Baru Bangi base or Penang branch. We quote per project and do not publish rates.
Why use a civil contractor that also runs traffic management?
Road works on a live road stop the moment the traffic management is not approved or not on site. Muhibah prepares the Traffic Management Plan, deploys certified Traffic Management Officers and supplies its own barriers, cones and temporary signs, so the civil works and the work zone are planned and run by one contractor instead of two.
