Project scope
The Ayer Itam – Lebuhraya Tun Dr Lim Chong Eu Bypass is a major Penang infrastructure project linking the Ayer Itam corridor to the Tun Dr Lim Chong Eu Expressway. As an in-island bypass project, the work involves complex urban TMP across both island and mainland Penang sections.
Muhibah’s scope — 5 project phases
As TMP services provider for Consortium Zenith Construction (CZCSB) since 2021, Muhibah covers all 5 phases of the project lifecycle:
- Preliminary phase — rationalisation of bill of quantities, feasibility, deployment planning
- Design phase — TMP drawings, sign schedule per ATJ 2C/85, work-permit application packages
- Implementation phase — on-site equipment delivery, deployment, lane closure execution
- Operation & Maintenance phase — 24/7 monitoring, equipment maintenance, day/night safe operation
- Closing-out phase — equipment removal, final reporting, project handover
Penang authority engagement
The project requires liaison with multiple Penang authorities:
- MBPP (Majlis Bandaraya Pulau Pinang) — for island-section permits
- MBSP (Majlis Bandaraya Seberang Perai) — for mainland-section permits
- JKR Penang — for federal-road tie-ins
- Polis Trafik Penang — for deployment letter issuance
Muhibah’s Penang-deployed Traffic Management Team handles direct correspondence with these authorities through the project duration.
Long-duration in-state deployment
Unlike short-term mobilisations dispatched from our Bandar Baru Bangi base, the Ayer Itam Bypass project has required Muhibah’s Traffic Management Team to operate continuously in Penang for the full contract duration since 2021. This long-duration deployment model demonstrates capability to base teams in-state for major contracts elsewhere in Malaysia.
