Project scope
The Central Spine Road (CSR) is a major Malaysian federal highway project linking Pahang and Kelantan. Pakej 2 Section 2C covers the corridor from Bukit Sejuk to Bandar Baru Gua Musang — a remote, technically demanding stretch of road construction that requires continuous on-site traffic management throughout the construction period.
Muhibah’s scope
Engaged by Naza Engineering & Construction, Muhibah deploys:
- Full Traffic Management Team — Traffic Manager, 2 Supervisors, 2 Traffic Controllers, 4 Flagmen on rotation
- 24/7 Emergency Response Team on a 2-shift basis as required by JKR and contract specifications
- Equipment supply — signage, barriers and safety equipment delivered from our Bandar Baru Bangi base
- JTK manpower-rate compliance — 8-hour working day, 2.0× rest-day rate, 3.0× public-holiday rate, applied to all on-site personnel
- On-site accommodation logistics — managing housing, food and shift rotation for crews on long-duration remote contract
Long-duration remote-site capability
The CSR Pakej 2 engagement has demonstrated Muhibah’s capability to operate continuously in remote Malaysian locations with limited local infrastructure. Continuous deployment since May 2022 (now extended via Extension of Time) has built operational systems — replenishment runs from Bangi to Gua Musang every 2 days, on-site accommodation management, JTK compliance discipline — that translate to other remote-site contracts elsewhere in East Coast and Borneo Malaysia.
Why this matters for Kelantan / federal-highway projects
For other Kelantan-bound contractors, JKR project planners and main contractors evaluating TMP partners for remote highway work, the CSR Pakej 2 engagement is a working reference: continuous deployment, JKR-grade documentation, JTK compliance, and capability to mobilise in low-infrastructure project locations.
