Why JKR specification matters

One spec, three documents

"JKR 2A/85" is shorthand for the Jabatan Kerja Raya road-sign reference adopted in 1985. In day-to-day procurement, contractors and JKR districts work with three companion documents — 2A/85 (general framework), ATJ 2B/85 (warning + regulatory signs) and ATJ 2C/85 Pindaan 2017 (directional signs, with the 2017 update introducing modernised sheet sizes and updated pictograms). A "JKR-compliant" sign means: spec-correct sheet size, Class 1 retroreflective sheeting (or higher for highways), galvanised steel post, Helvetica Medium lettering with the prescribed colour palette and the JKR seal/origin marking on the back panel.

Muhibah manufactures all three categories in Bandar Teknologi, Bangi — Class 1 retroreflective panels imported from accredited suppliers, post galvanisation hot-dip in-house, lettering by digital print with UV-stable ink. Before delivery, each batch passes a JKR template-comparison QC step so contractors don't get hit with NCRs at site audit.

What is JKR Standards 2A/85 and why does it matter?
JKR Standards 2A/85 is the Malaysian Public Works Department's reference document for permanent road signs. The two follow-up standards in everyday use are ATJ 2B/85 (warning + regulatory signs) and ATJ 2C/85 (directional signs, including the 2017 amendment). Any contractor delivering road signage to JKR-administered roads — federal and state — must produce signs that meet these specifications for retroreflective sheeting class, post galvanisation, dimensions, colour and lettering.

What's the difference between Class 1 and Class 2 retroreflective sheeting?
Class 1 (high intensity prismatic, ASTM Type III/IV) — required for federal roads, highways, and night-time work zones; visible up to 200m at full beam. Class 2 (engineering grade, ASTM Type I) — only for slow-speed local roads and short-duration daytime work. JKR Standards 2A/85 specifies Class 1 minimum for permanent regulatory/warning signs on most administered roads.
