Traffic Management
Traffic management is crucial for the smooth flow of traffic at all times. Our scope of work includes:
1. Traffic management Design
We conceptualise and design Traffic Management Plans to be submitted and presented to Regulatory Authorities such as the Traffic Police, City Hall, Local Councils and The Public Works Department (JKR)
2. Approval & Permits
We submit and secure approvals and permits for all site related works such as start work and earthworks permits, relocation of existing structures or facilities, removal of trees and road closures for events and temporary works.
3. Implementation of Traffic Management
We ensure effective traffic management implementation at work zones through proper planning and design with on-site implementation teams to ensure proper operations, constant reported checks and a high standard of maintenance.
Traffic Management Plan
The TMP constitutes the ultimate plan to improve traffic flow and ease traffic inconvenience during the period of construction. Every attempt should be made to ensure the implementation is carried out as planned in order all parties involved are aware of the traffic management plan.
This traffic management plan incorporates the industries best practices:
- Minimize disruption to road users.
- Avoid lane closures during peak hours.
- Efficient traffic management and emergency response teams.
- Smooth implementation of the plan.
- Advance information to the public.
Traffic Management Team
Observe & Report
- Patrol and report condition of road and bridges
- All accidents will be reported to the Contractors supervising team
- To inform police and appropriate agencies in the event of a major accident.
Observe & Action
- Arrange traffic devices to ensure defined delineation of safe work zone.
- Manage or remove any obstruction on the road to facilitate smooth flow of traffic.
- (Note: Cleaning and removal of construction debris is to be carried out by others).
- To move any stalled small vehicles to the shoulder of the road as this might be detrimental to the flow of traffic.
- Advise motorist obstructing traffic accordingly.
- Ensuring that all temporary sign are in place and in good condition.
- Be swift in getting to the location where there is an emergency incident.
- Inform and advise highway authority on damage to road surface due to construction activities done by the Contractor or his representative.
Team
Traffic Manager
- To brief for all the traffic team members.
- To monitor/control/in charge overall traffic management team including ERT team.
- To advice client/PDP/MRT Team pertaining traffic implementation and impact before/during/ after construction
- To act spontaneously in the event of emergency during implementation based on best practice if site condition changed or upon receiving instruction from PDP/Client.
- To communicate with client, PDP and Authority, provide relevant document, report if required.
- To prepare reports, Request for Inspection after implementation of traffic management and documented.
- To inspect traffic management implementation at site
Traffic Management Officer
The main responsibilities of Traffic Management Officer are as follows:
- To liaise with traffic manager and supervisor, implement traffic management according to approved traffic management plan
- Daily inspection at site and prepare daily report
- Manage traffic management team including supervisor, driver, traffic controller and flagman
- To monitor all traffic management device in place and maintain safe working environment for contractor
- To response to ERT team's request upon emergency or incident at site
- Regular manpower and equipment inspection and prepare reports
Supervisor
The main responsibilities of Supervisor are as follows:
- To prepare the monthly working shift schedule for drivers and traffic controllers.
- To schedule daily site activities for drivers and traffic controllers, including planning the route for patrolling.
- To conduct daily roll-calls for site staff and report accordingly to the management and client for any discrepancy.
- To conduct daily briefing to all site staff on emergency handling procedures and daily tasks.
- To ensure and prepare all equipments are ready for use when required to attend to emergency cases.
- To ensure patrol vehicles are in good working condition, including arranging to vehicle for maintenance service and repair works as and when necessary.
- To patrol site and monitor areas for any possible emergency situations as well as safety and cleanliness of site.
- To prepare daily report as required by the management and client.
Traffic Controller / Flagman
The main responsibilities of traffic controllers/ Flagman are as follows:
- To patrol sites as per daily schedule.
- To attend to emergency situations as instructed by Supervisor.
- To install all temporary traffic sign as and when instructed by the management and client.
- To realign and set up traffic safety equipment according to local authority requirements.
- To maintain and upkeep traffic safety equipments in good condition.
- To standby and control traffic when during any road closure.
- To standby at ingress point at construction site to allow contractor's vehicle to enter safely.
Emergency Response Team
The objective of this proposal is to establish an Emergency Response Plan as well to set up an Emergency Response Team to handle emergency situation that may arise in the course of executing work activities especially involving road closure and its associated works. Health and safety issues are addressed in the project safety plan. The ERT supervisor reports & work closely with the safety officer in every emergency situation.
ERT Supervisor
The main responsibilities of ERT Supervisors are as follows:
- To prepare the monthly working shift schedule for drivers and traffic controllers.
- To schedule daily site activities for drivers and traffic controllers, including planning the route for patrolling.

ERT Driver
The main responsibilities of ERT drivers are as follows:
- To conduct general maintenance checklist for vehicles prior patrol works and responsible to report to the ERT Supervisor if the vehicle is faulty.
- To conduct inventory checklist for equipments in patrol vehicle.
- To prepare all equipments required in the patrol vehicle as well as ensure that all equipments are in good working condition.
- To brief workers in their team of the daily tasks and activities scheduled by the ERT Supervisor.
- To transport traffic controllers as according to patrol areas and follow routes as planned by the ERT Supervisor.
- To deliver traffic safety equipments to site as and when required.
- To attend to emergency situations as per emergency handling procedure as and when required.
- To provide report to ERT Supervisor on patrol activities.
Traffic Controller
The main responsibilities of traffic controllers are as follows:
- To patrol sites as per daily schedule.
- To attend to emergency situations as instructed by ERT Supervisor.
- To install all temporary traffic sign as and when instructed by the management and client.
- To realign and set up traffic safety equipment according to local authority requirements.
- To maintain and upkeep traffic safety equipment in good condition.
- To standby and control traffic when during any road closure.
- Temporary flagman at ingress and Egress point.
